National Proposition is designed to be fully automated with a user friendly interface. Once you become familiar with the system, it should be easy to navigate. The basic idea of National Proposition is to allow anyone to offer a Proposition for some sort of change. The Proposition will then have a community of people mold the idea into a consensus and then put it up to be voted on. The hope is that, with time, enough people will gather behind a Proposition to give it some influence on the person, group or committee that is intended for. The submitter of a Proposition will decide when the Debate is over and when the Vote is over but the longer it takes, the more support it should gather so be patient.

CREATE USER: Although you can browse the site, you must have a User Name to access the sites functions such as offering, debating and voting on a proposition as well as using the sites blogger, Off The Record. You can choose a user name of up to 16 characters. It must be unique so it may take several tries to find one that is not in use. We recommend using something similar to, if not your actual name since it will be attached to any propositions that you initiate. We reserve the right to delete any names that are deemed improper.
You must also supply a valid E-Mail address. This must be unique on the system and will be only be used to communicate with you. After the User Name and E-Mail are submitted, you will be e-mailed a password. This password and the e-mail address can be changes at any time via the Log On screen.
You may also choose to receive e-mail updates when you create your User Name. This will generate an e-mail to you whenever a proposition is added or changes status from Debate, to Vote, to Archive along with other related proposition news. You can always change you E-Mail Updates choice from the Preferences screen.

LOG IN: If you are not logged in a Log In screen will appear along the menu bar. Simply enter your User Name and Password to Log In. You can also choose to change your Password of E-Mail from this screen however, you will still need your Password. If you have forgotten your User Name or Password you can choose to receive it from this screen.

FORGOT LOGIN: Choosing 'I forgot my User Name and/or Password.' from the Log In screen will ask you for your E-Mail address. Enter the E-mail address you used to create your User Name and your login information will be e-mailed to you.

OFFER PROPOSITION: Anyone with a User Name can offer a proposition. We ask that you give it some thought and research before you make your submission. Please enter a title that will describe your proposition in 200 characters or less. The title will show up in the left hand Navigation Bar with the assigned Proposition number. The text of the Proposition should describe your idea in 4000 characters or less. You can also assign up to five end points that the proposition should be delivered to if it succeeds in the vote. All of these fields can be changed during the debate process.

PREFERENCES: Use this screen to change your options. You can choose to receive an e-mail whenever a proposition is added or changes status from Debate, to Vote, to Archive along with other related proposition news. You can also choose the number of entries that are returned in the different sections and screens along with the direction in which the selections are displayed. These changes need only be done once and will be carried with your log on.

LOG OUT: You can Log Out from the Site at any time. You will then no longer be able to Offer, Debate or Vote on Propositions.

OFF THE RECORD: You can discuss issues that are not associated with any current proposition from this screen. Messages will update real time as postings are issued to the blog. These postings will roll off in a cycle and cannot be recovered.

ENTER THE DEBATE: While a Proposition is Up For Debate, this sub-menu item will allow you to make suggestions relating to the Proposition. Your comments will be posted along with your User Name.

UPDATE PROPOSITION: While a Proposition is Up For Debate, this sub-menu item will appear only to the owner of the Proposition. This screen will allow the owner to change the Title, Text and End Points of the proposition. The owner can also choose to move the Proposition on to the Vote after which no more changes can be made. While a Proposition is Up For Vote, this sub-menu item will appear only to the owner of the Proposition. This screen will allow the owner to choose to move the Proposition on to the End Point if the vote was successful. The Proposition will then move to the Archive for a period of time.

CAST A VOTE: While a Proposition is Up For Vote, this sub-menu item will allow you to cast a vote for or against the Proposition. You may also enter a short comment which will be sent along with the Proposition. You may only vote once per Proposition.
